Practice 02

Human Capital

The human resources function is where most transformation quietly stalls. It is also where the region's institutions are under the most pressure.

The position

A competency framework nobody uses is a document.

Most institutions in this region already have a human resources strategy, a competency framework and a set of policies. Very few have a human resources function that changes what happens to a person's career.

The gap is almost always the same: the framework was written as a description of jobs rather than as a predictor of performance, and nothing downstream — assessment, development, succession, reward — is actually wired to it.

We build the framework to be used, and we connect it to the decisions it is supposed to inform. That is slower and less impressive to present. It is also the only version that survives.

What the practice covers

Six services.

01

HR operating model

Structure, service model and technology for a human resources function that serves the business rather than administers it.

02

Competency frameworks

Built to predict performance in the role, and wired into assessment, development and succession.

03

Workforce planning

Demand, supply, gap and scenario planning, including national workforce targets and progression.

04

Performance and reward

Performance management and reward architecture that differentiates, and that managers can actually run.

05

Culture and change management

The behavioural half of transformation, treated as delivery work rather than as communications.

06

HR policy and governance

Policy architecture, delegations of authority and the governance that keeps decisions consistent.

Our framework

PEARL™

A human capital framework developed in-house and introduced from 2026, with trademark filing in progress.

It sits inside this practice rather than running through everything we do. We are aware that most firms would present a new framework as the centre of their offering. This one is new, it has not yet been through enough engagements to claim more, and we would rather say so.

Where a client wants an established instrument instead, we use one. The framework serves the engagement, not the other way round.
